I say drawing. The lower left corner of the top one seems to stick out in my mind for some reason. Cant put my finger on it, but I think its a drawing.

It looks like a drawing to me. It isn't exactly the same. Actually there are a lot of things that don't look the same. If it is a picture though, the reason it would look different is probably because it lost some of its features during manipulation. But it looks too different to be just Photoshoped.

In short: Looks like a drawing to me.
It's twice as clear as heaven and twice as loud as reason.

Above is an example of hyperrealism...

hyperrealism : realism in painting characterized by depiction of real life in an unusual or striking manner

Kent Bellows is one such artist that can achieve such detail. A few of his works (first image is a nude):

got bored did this in hopes that it'll help clear some things up...

1) necklesses and strap in lower left corner is a lil off...
2) metal ring in lower right corner is not quite in the right perspective...
3) area around the knuckles looks kinda lose, as in not much detail...
4) hair line looks better...
