bob is actually just modded, MCP != ACP, only admins can ban, as necrotic found out when nukeafrica and his/her/it's bots decided to spammedy spam spam and all he could do was lock/move to mod area and hope that an admin hopped on.

come to think of it, bob could just tell one of the admins to do it and it probably would be done in a heartbeat, but he can't do it himself.  :huh:
