Borrowed from a friend in another server I play in..  Information supplied by a few CAL-I players and game experience.

rate 25000
cl_updaterate 101
cl_cmdrate 101
fps_max 100

this puts ur updaterate and cmd rate 1 point above ur fps which will get rid of the "catching up effect" of ur frames to outgoing info

some of you your rates may be restricted to 72 or 60 or 85, whatever your monitor refresh rate is at. To be able to have 100 fps max, what you have to do, is go into your video card control panel, and disable the 3 following thigs: vsync, antialiasing and anisotropic filtering.

Also: Max_shells 1, Max_smokepuffs 1 -- This helps ping, lag, and FPS

Do not try to get where your FPS is over 100. If you do, the game becomes VERY inconsistant. 100FPS is all you need and nothing more.

Do not try to edit the rate settings in your config.cfg file while your playing the game. Either enter them in the console or exit CS and edit your config.cfg file.

The three video settings (vsync, antialiasing, and anisotropic) are located in your display properties. Generally on the Nvidia or ATI tab. You might have to look around.
