Fight some vampires and become infected or accept the vampire in the assassin's guild when he offers it.

Just be sure that you want to. The weakness to sunlight and the social problems if you don't constantly drink blood can be a bit tedious. On the other hand, you do become a lot more powerful, especially if you starve yourself.

You'll find it everywhere at higher levels, but there's some guy in some inn that has some, I don't really know where though.

Depends on what you chose for your main skills. My theif character levels up like 3 times a second, whereis my mage went through the whole Mage guild quest and only got like 4 levels.
