Practice.  Play the game.  I never found anything quite that effective.  But if you really want to, I'll tell the same thing as always.  

Aim smoothly.  Get used to not jerking around so much.  A lot of guns are automatics in NS, and there is no kickback, so simply tracking the target is often the thing that is the difference between a kill and a death.

I did this by drawing lines on walls with my LMG when I was bored in MS......it's easy to see how you aim when there are bulletholes everywhere you point it.

After you get good at that, try to aim down a hall and simulate the movements of a skulk bunnyhopping as it comes at you.  Hold down trigger.

For the erratic skulk movements?  Spray and pray. >_<

That's what I did. I think I hold my own well enough, but I still think that if you have time for this, you have time to play the game more, and do some real work.  It's always best to train under pressure.

Have a friend meet you on some random empty server, or over LAN and practice together.  Don't get upgrades for either of you.  Pick a map and room and keep meeting up in there.  Switch back and forth between who is marine and who is a skulk.  Once you get good at vanilla vs vanilla, throw some upgrades in.  

It helps alot if your friend is better than you, and can give you tips as you go.

This helps with both ambush training, and aiming.  I believe I did this in Upper Sewer on ns_caged.  After a while we moved on to fade vs shotty JP in Stability.  Lots of fun.
If it moves, shoot it.

I'm so evil.  Whenever I get stuck in an unwinable spot as a skulk I will just intentionally bhop in totally random circles and loops.  Sure I die, but it takes the best of the best no less then 40 LMG rounds to kill me.

First tip: DON'T PANIC. Most important thing is to remain calm and on target.

Track slowly and smoothly.

Burst while you're getting the hang of it.

Once you've got it, hold the button down.

Also, having a key bound to Jump on your mouse is handy for dodging skulks.

Learn to bounce away from them or dodge them outright as they're coming at you.

Circle strafing is also good to learn for use in open areas.

Once you've got tracking down and you're good with the LMG, learn to snap with the shotty.

I used to use a sensitivity of about 1 1/2 inches for a 360(you know back when I sucked)
Civ tells me to use a lower sensitivity so I try it out.  After sucking for a week or so I started getting a lot better, now I use 14 inches for a 360.

I use a wooden desk.  Note that I can't really make a 360;it's not something you really need to do.  I can make a 180 fine.

Maby it's just the trick jumper in me, but I like to bhop 360-720 degree circles every now and then.  That becomes difficult without the ability to do 360 degrees or more without lifting the mouse.

I find it a little helpful  (mostly against real b-hoppers and not glide jumpers) to aim at the front of the skulk. Not only do you have a better idea of which way the skulk is  going, but it will help you adjust to the speed of the skulk.
