Is this a normal thing about Broadband Connections like for example "Shaw Cable"
This first time i got shaw cable I had tremendous ping in counter-strike. I was in the 30-60 area. After couple months My ping started going higher and higher. Till where it is now at the 85-110 area. Is this a normal process in broadband connections and another thing is my download speeds start at about 225 kbps then they slowly drop down to 100 or lower.

is this on all servers, or 1 particular server?  it's not normal for your connection in general to get worse over the weeks/months... so maybe you should check the connections and all that.

as for downloads, yeah that's normal - download speed doesn't generally stabilize to a good estimate for a bunch of seconds into the DL...

My connection with roadrunner in minnesota has become faster and more stable the more I have used it, I love it . Although you really need to be more specific, like how much time has passed and have you played on the same servers? It's possible that spyware and adware are just causing you problems, they have to me in the past :p.

Also, I ping around 40 to LM, when I go play on some random pub I usually average 100 -200, when I play at UK servers(playzen) I average around 60-80. Then there's battle.net which I ping 300 to.

Cable is not a dedicated line to your house that you and only you use. Cable is distributed amoungst a geographical area around your house dependent upon the configuration your ISP is using.  
So to redefine the situation, it could look like this.
When you first got the cable you were one of the first to get it in your area. Being as you were the only one on it most of the time you could use the full bandwidth.
Your neighbors hear of the deal and they too get it.
This puts more traffic on the line thus limiting your available bandwidth.
Bringing up your latency(ping) to the server.
One way to possibly prove this situation is to get on at an odd hour. Like 3am-5am on a normal weekday.

Another possible reason is that your cable company may have downgraded your package.  My hometown cable company has promotional events where packages may be upgraded from normal. Perhaps you signed on during a promotional period and since then the cable company has discontinued the promotion.  A way to prove this theory would be finding out your cable company's available packages and which one you have. If you have the highest grade package then this wouldnt apply.

There are other reasons that could  possibly be bringing your ping up but they are harder to fix and more unlikely.

Untrue, running ad-aware and spybot fixes a lot of the issues :p.

I think my neighbors keep on d/l porn and such stuff like that and i ran ad-aware and spybot scans every day and I have had Cable for a year now

(note: i have 16 people in this house all on one 4mbps connection)
When i first got Cable here in this house, i was getting 30-40 pings on servers.  recently it shot up to 150, then 300, then 600, then around 2 second.  Since i set up the Router, and Cable modem, i knew that everything checked out ok.  I went into the router, and set up a way for me to watch what packets are being sent where.  I found out some of my housemates were downloading off of kazaa, bittorrent, etc etc, and basically smashing everybody elses internet connection.  I couldnt' even sign on to AIM for long periods of time because it would time out.  
I first started with cutting off the offenders Internet, which they didn't seem to notice cause they didn't come and complain.  This of course was a temp. solution cause everybody pays, so everybody should get access.  After looking around, i found some firmware for the router that has QoS, and I could set priority to what type of traffic gets priority over others.  I put CS/Half life in the highest priority, and all the p2p in the lowest priority, and almost immediatly got my 30-50 pings again.  I also get reports of the 'Internet being faster" which to them means surfing around to sites.  I also put regular surfing (http) at a high priotity because it is essential.

Anyway, Short moral/main point to pull out of this is, have you checked the other computers?  are they using the internet a bunch?

For the downloads, It always seems to start at a high value and lower a tiny bit.  that *is* normal at least.

I only have one computer in the house with internet. No router or such but teach me this so called cutting your neighboors connections off....I wish to learn that. I bet they are d/l porn at the moment.
