A relic from the days of westward expansion. The only reason you would have wirecutters would be to cut the barbed wire of another farmer's fence, thus releasing his cows and livihood out into the range.

That's ok... we still have lots of silly laws here in ancient britain that haven't been repealed and are silly.  Like the fact I have a king charles (type of dog)... if I took him to a pub, no matter if it was open or not and regardless of the time, they'd have to let me in for a drink o.O
There's also a fun law about wearing a sword I forget...
