kinda like an exploite. as a alien this would give you line to the shooter. right?

They aren't exactly exploitative, for several reasons.
1) As alien, I seriously doubt there's any time where you don't know where the Marines are coming from, and shooting you. You can tell using sound, gun flash, and just seeing the Marines running around.
2) Marines can use them to see where their bullets are hitting, in case it's far enough for the bullet decals to be invisible.

3) You use them so you're defensive. :p  I know, I used them in TFC. However I was conscious that it was pretty cheap to do so.

What do all those numbers represent? green 220? length 1? alpha 20? speed 5000?

tracerred [0-255] R value in RGB colour model
tracergreen [0-255] G value in RGB colour model
tracerblue [0-255] B value in RGB colour model
traceralpha 20 [0-255] Transparency (not sure)
tracerlength [x-y] Length for each tracer bullet (not sure in what units)
traceroffset [0-infinity] Distance between actual bullet path and tracer path (best at 0, in my opinion)
tracerspeed [0-infinity] Speed for each tracer bullet (most likely units/s)

If you mean whether you can see bullets firing from your gun or everyone's, it's everyone's. The only time you can't see tracers is when you have lvl0 weapons (afaik), or you're spectating.

tracers are in no way an exploit, just something fun. adds a bit of flare, if you will.

only time its EVER been called anything close to exploiting is in tfc. HWGuys could use them to aim perfectly while conced(larger, brighter tracer, won't explain further). but soon enough everyone understood how conc aim worked in general, and aimed better using any weapon as any class. <continuation of giant tfc rant here>

conclusion: tracers make pretty, exploits make bans. or something.

^^

but changing them isn't explotative, it was something that was left in
