Overly Chatty Penguins

I know there's tons of topics on this, but I haven't seen any to solve this issue. I figure I've been around long enough that at least some of you can recall my grating static-filled voicecomm (strangely enough, the only people to complain so far have been british...). The mic itself is fine, it's only Halflife that causes any problems. I've asked folks about it before, changed my cl_updaterate and something else, this fixed the cutting-out but the static is still going strong. Any ideas?
Btw, when I start NS usually there's a lot of static in all the sounds, which corrects itself after about a minute. I THINK all of this is Steam, but I'm not sure (can test later if it's relevant).

Have you tested it outside of steam? Say on a different game such as UT2k4 or the like? If so and the results are different then it probably is steam.
BTW OT Have any of you tried alien swarm for ut2k4 they just released last friday. Its a pretty nice mod.
